Can a business run without SEO or PPC if they use social media?
This depends on your business and marketing goals. If your business is primarily B2C (business-to-consumer), then you may find that social media is the best way to reach your target audience. However, if your business is B2B (business-to-business), then SEO or PPC may be more effective in reaching your target audience in the long term.
According to the 2023 Social Media Marketing Industry Report by Social Media Examiner, Facebook continues to outperform other social media platforms for business promotion, advertising, and marketing (B2C or B2B).
If you are using social media for marketing, you may find that it is [not cost-effective] than SEO or PPC. However, because of the high level of engagement on social media or because of the targeting capabilities, there are better ROI possibilities with consistent efforts.
Regardless of whether you use social media, SEO, or PPC, it is important to have a consistent message or publish target audience-based content throughout all of your marketing efforts. This will help build brand awareness and credibility.
As per HubSpot’s State of Inbound Marketing Trends 2022, PPC, SEO, and Social Media rank at 2, 3, and 4, respectively, as the top marketing channels by effectiveness.
Having SEO as a long-term plan, however, is the best choice moving forward for any type of business due to the numerous rules on privacy, cookies, and iOS changes that have been occurring. Yet, businesses can still use social media to connect with their potential customers and clients more personally by sharing updates and deals.

Overall, my personal opinion is that businesses can certainly run [without SEO or PPC] if they use social media, but including SEO in your marketing strategy or plan is a smart move in the context of long-term business sustainability because it allows you to attract unpaid visitors (often known as free traffic or organic traffic) to your website through search engines who are already high-intent.
