Based on my research, changing a page’s URL likely affect SEO.
Search Engines like Google may treat the page as new and that can lead to a lower search engine ranking for your page. Due to keyword variations in URLs or content, there is a greater potential for SEO to be impacted.
On the other side, If the new and old versions of a URL have different content, this can cause a split in the site's search visibility and result in lower search engine presence. To avoid both of these consequences, make sure that any new version of your site page has the same or higher quality content as the old version.
